浙江中醫藥大學:黨建引領,打造“五心守護”校區服務保障新“楓”景
黨(dang)(dang)的(de)十八大以來,習近平總(zong)書(shu)記多(duo)次對堅持和(he)發(fa)展“楓(feng)橋經驗(yan)”作出重(zhong)要指示(shi),引領“楓(feng)橋經驗(yan)”在偉大實踐中不(bu)斷(duan)豐富發(fa)展。浙(zhe)江中醫藥(yao)大學深入學習貫徹習近平新(xin)時代(dai)中國特色社會主義思想和(he)黨(dang)(dang)的(de)二十大精神,不(bu)斷(duan)深化黨(dang)(dang)建(jian)(jian)“四個融(rong)合”,擦亮“五心守護”黨(dang)(dang)建(jian)(jian)品牌內涵,創(chuang)(chuang)建(jian)(jian)“三聯(lian)一創(chuang)(chuang)、五微(wei)共治”校(xiao)區服務(wu)保障新(xin)機(ji)制,多(duo)元協(xie)同提升校(xiao)區治理服務(wu)保障水平,不(bu)斷(duan)推進(jin)和(he)鞏固學校(xiao)浙(zhe)江省高(gao)校(xiao)“5A級(ji)平安校(xiao)園(yuan)”建(jian)(jian)設,打造校(xiao)園(yuan)新(xin)“楓(feng)”景。
一、不忘“初心”:黨建引領強擔當,擦亮紅色“定盤星”
創新(xin)“五心(xin)”服(fu)務(wu)保障模式,創建(jian)“三(san)(san)聯(lian)(lian)一(yi)(yi)創、五微(wei)(wei)共(gong)(gong)治(zhi)”機制。以“黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)聯(lian)(lian)建(jian)”為(wei)(wei)(wei)核心(xin)、“黨(dang)員聯(lian)(lian)院”為(wei)(wei)(wei)輻射、“多元聯(lian)(lian)動”為(wei)(wei)(wei)依托,以“微(wei)(wei)服(fu)務(wu)、微(wei)(wei)心(xin)愿、微(wei)(wei)治(zhi)理、微(wei)(wei)陣地、微(wei)(wei)課(ke)堂(tang)”為(wei)(wei)(wei)載體,整合資(zi)源,打通(tong)服(fu)務(wu)保障師生(sheng)(sheng)(sheng)“最后一(yi)(yi)米”,構建(jian)共(gong)(gong)建(jian)、共(gong)(gong)治(zhi)、共(gong)(gong)享的校(xiao)區(qu)服(fu)務(wu)保障新(xin)格局。通(tong)過建(jian)設“防風”安(an)全教育體驗館、校(xiao)警驛站、反(fan)詐工(gong)作(zuo)站、義警工(gong)作(zuo)站、后勤(qin)管(guan)理服(fu)務(wu)中(zhong)心(xin)、24小時校(xiao)園110報警服(fu)務(wu)中(zhong)心(xin)、校(xiao)園消(xiao)安(an)防控制中(zhong)心(xin)等(deng)(deng) “一(yi)(yi)館三(san)(san)站三(san)(san)中(zhong)心(xin)”;協(xie)同(tong)大(da)(da)學生(sheng)(sheng)(sheng)普法協(xie)會(hui)(hui)、大(da)(da)學生(sheng)(sheng)(sheng)治(zhi)安(an)巡邏隊、大(da)(da)學生(sheng)(sheng)(sheng)反(fan)詐宣傳隊、大(da)(da)學生(sheng)(sheng)(sheng)膳食(shi)管(guan)理委員會(hui)(hui)、“富春街道社會(hui)(hui)治(zhi)理中(zhong)心(xin)”等(deng)(deng),推進校(xiao)園共(gong)(gong)治(zhi)和(he)共(gong)(gong)享;發(fa)揮(hui)黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)政治(zhi)優勢和(he)組(zu)(zu)(zu)織(zhi)(zhi)優勢,共(gong)(gong)建(jian)“高教園區(qu)塊黨(dang)建(jian)聯(lian)(lian)盟(meng)”等(deng)(deng),不斷(duan)深化和(he)屬地街道黨(dang)工(gong)委、公安(an)、交警、城管(guan)等(deng)(deng)多元聯(lian)(lian)動,著力保障完成校(xiao)區(qu)建(jian)設、服(fu)務(wu)治(zhi)理、護航發(fa)展等(deng)(deng)任務(wu)。

二、秉持“細心”:情系師生優服務,精鑄一線“匠心人”
做優“微服(fu)(fu)務(wu)”,架(jia)起連心橋(qiao)。細節決定(ding)成敗,校區(qu)的(de)(de)服(fu)(fu)務(wu)保障和安(an)寧都需要懷揣精益(yi)求(qiu)精、一(yi)絲不(bu)茍(gou)的(de)(de)工(gong)匠精神(shen)。校區(qu)聚焦師(shi)生(sheng)“急難盼愁”問題(ti),以“微服(fu)(fu)務(wu)”提升質效(xiao),不(bu)斷延伸黨建(jian)觸角,開(kai)(kai)(kai)發(fa)“五(wu)(wu)心服(fu)(fu)務(wu)—校園守護碼(ma)”,建(jian)設“五(wu)(wu)心守護服(fu)(fu)務(wu)站”等(deng)(deng),開(kai)(kai)(kai)展(zhan)師(shi)生(sheng)服(fu)(fu)務(wu)保障“碼(ma)上”服(fu)(fu)務(wu),24小(xiao)時高效(xiao)響應(ying)師(shi)生(sheng)需求(qiu);舉辦“雷鋒服(fu)(fu)務(wu)節”、“春節留守暖(nuan)心服(fu)(fu)務(wu)”、“讓(rang)安(an)全(quan)成為習慣(guan)”等(deng)(deng)系列活(huo)動(dong);搶(qiang)抓寒暑(shu)假黃金期,開(kai)(kai)(kai)展(zhan)校區(qu)設施(shi)食堂、宿(su)舍、停車(che)場等(deng)(deng)改(gai)擴建(jian)工(gong)程(cheng),緩解(jie)校區(qu)民生(sheng)需求(qiu)。校區(qu)年(nian)均開(kai)(kai)(kai)展(zhan)“碼(ma)上服(fu)(fu)務(wu)”10000單以上、開(kai)(kai)(kai)展(zhan)安(an)全(quan)服(fu)(fu)務(wu)900個以上,用每一(yi)位(wei)“匠心人”的(de)(de)細心呵(he)護,保障校區(qu)的(de)(de)安(an)全(quan)、有(you)序(xu)運轉。

三、力求“盡心”:想方設法解難題,爭當一流“助推器”
抓實“微治(zhi)理(li)(li)”,激活百(bai)條(tiao)線。依(yi)托(tuo)高(gao)教園(yuan)(yuan)(yuan)區(qu)社會治(zhi)理(li)(li)分中(zhong)心(xin)(xin)、“1+N”平安(an)(an)共建校(xiao)(xiao)(xiao)地(di)聯席會議(yi)、高(gao)教園(yuan)(yuan)(yuan)群(qun)防群(qun)治(zhi)領導協(xie)調機制、校(xiao)(xiao)(xiao)地(di)反(fan)(fan)詐戰隊等,發揮“三聯一創(chuang)”功效(xiao);做實“五心(xin)(xin)守護、盡心(xin)(xin)為你”師生(sheng)權(quan)益服務品(pin)牌;深化“微網格”機制,發揮每一位黨員(yuan)群(qun)眾以及物(wu)業、校(xiao)(xiao)(xiao)衛隊、大學(xue)生(sheng)心(xin)(xin)理(li)(li)氣(qi)象(xiang)員(yuan)、大學(xue)生(sheng)安(an)(an)全巡(xun)邏隊等信息員(yuan)、宣傳(chuan)員(yuan)、巡(xun)防員(yuan)和(he)調解(jie)員(yuan)等多重作用;組(zu)建“富陽城西(xi)反(fan)(fan)詐戰隊”,摸索提(ti)煉“反(fan)(fan)詐三式(shi)”;協(xie)調推進校(xiao)(xiao)(xiao)區(qu)和(he)周邊(bian)環境(jing)(jing)治(zhi)理(li)(li),做好垃圾分類、食品(pin)安(an)(an)全、環境(jing)(jing)整治(zhi)、校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)安(an)(an)全等綜合(he)治(zhi)理(li)(li)工作,特色做法多次作為典型(xing)全市高(gao)校(xiao)(xiao)(xiao)通報(bao)表揚(yang);老黨員(yuan)領銜,突(tu)破權(quan)證(zheng)辦(ban)理(li)(li)等歷史難題,消除辦(ban)學(xue)隱(yin)患。努力實現“小事不出學(xue)校(xiao)(xiao)(xiao)、大事不出地(di)方、矛(mao)盾不上交”基(ji)層治(zhi)理(li)(li)“楓(feng)橋經(jing)驗”新局面。

四、傾注“暖心”:用心用情辦實事,當好師生“貼心人”
點(dian)亮(liang)微(wei)(wei)(wei)心愿,巧解大訴求。不斷(duan)豐(feng)富溝(gou)通(tong)渠道、傾聽(ting)師(shi)(shi)生(sheng)(sheng)呼(hu)聲(sheng)、回應師(shi)(shi)生(sheng)(sheng)關切。建立“微(wei)(wei)(wei)心愿”機制,通(tong)過(guo)“校區守護碼(ma)”、“微(wei)(wei)(wei)心愿信(xin)箱”、黨支部(bu)征求意見會(hui)、學生(sheng)(sheng)權(quan)益面(mian)對面(mian)座(zuo)談會(hui)等(deng)形式(shi),主動(dong)傾聽(ting)師(shi)(shi)生(sheng)(sheng)"所(suo)思(si)所(suo)想",努力實現(xian)師(shi)(shi)生(sheng)(sheng)的(de)(de)“所(suo)盼所(suo)急”,將以(yi)往師(shi)(shi)生(sheng)(sheng)對學校管(guan)理(li)服(fu)務(wu)保(bao)障(zhang)的(de)(de)“怨言(yan)”和意見,通(tong)過(guo)“微(wei)(wei)(wei)心愿”,轉變(bian)成(cheng)師(shi)(shi)生(sheng)(sheng)的(de)(de)一個個“微(wei)(wei)(wei)幸福”,實現(xian)暖(nuan)心服(fu)務(wu)“零距離”。通(tong)過(guo)組織開(kai)展“五心守護”優質服(fu)務(wu)月、端午節傳統(tong)文(wen)化體驗日(ri)(ri)等(deng)主題(ti)節活動(dong),積極引導全體管(guan)理(li)服(fu)務(wu)工作人員和校內(nei)后勤保(bao)障(zhang)合作單位在日(ri)(ri)常的(de)(de)服(fu)務(wu)保(bao)障(zhang)過(guo)程中以(yi)實際行動(dong)溫(wen)暖(nuan)師(shi)(shi)生(sheng)(sheng),用(yong)切實暖(nuan)心的(de)(de)服(fu)務(wu)點(dian)亮(liang)師(shi)(shi)生(sheng)(sheng)微(wei)(wei)(wei)心愿。通(tong)過(guo)設置“校區共享暖(nuan)心傘”,設立夜(ye)間“安心護送”、安裝洗手臺“小廚寶(bao)”等(deng),讓師(shi)(shi)生(sheng)(sheng)在點(dian)滴瞬間更加“暖(nuan)心”,不斷(duan)提升師(shi)(shi)生(sheng)(sheng)獲得感(gan)、幸福感(gan)、安全感(gan)。

五、守護“安心”:沖鋒在前保穩定,勇做平安“護航員”
建(jian)好“微陣地”,釋放大(da)能量。對標浙江省“5A級平(ping)安(an)(an)(an)校園(yuan)”建(jian)設標準(zhun),不斷夯實(shi)(shi)校園(yuan)“安(an)(an)(an)心(xin)”底線,推(tui)進“眾安(an)(an)(an)學校”建(jian)設,構建(jian)平(ping)安(an)(an)(an)校園(yuan)宣傳平(ping)臺、公寓大(da)廳(ting)服務(wu)平(ping)臺、“防風”消(xiao)(xiao)防實(shi)(shi)訓(xun)基地等微陣地,開展安(an)(an)(an)全(quan)文化(hua)微課堂(tang),培育“安(an)(an)(an)心(xin)”守(shou)護品(pin)牌,持續深(shen)化(hua)“四抓(zhua)(zhua)四促(cu)”,即抓(zhua)(zhua)安(an)(an)(an)全(quan)宣傳促(cu)提(ti)升、抓(zhua)(zhua)安(an)(an)(an)全(quan)訓(xun)練促(cu)實(shi)(shi)戰、抓(zhua)(zhua)安(an)(an)(an)全(quan)閉環促(cu)整(zheng)治(zhi)、抓(zhua)(zhua)安(an)(an)(an)全(quan)文化(hua)促(cu)發(fa)展。組(zu)織開展安(an)(an)(an)全(quan)文化(hua)月(yue)、“校警銀(yin)”反詐大(da)賽、消(xiao)(xiao)防實(shi)(shi)訓(xun)營、“紅十字”急救實(shi)(shi)訓(xun)營等系列(lie)活動,實(shi)(shi)施“一警六(liu)員”消(xiao)(xiao)防考核和校區服務(wu)保障(zhang)人員消(xiao)(xiao)防持證上(shang)崗,開發(fa)運用“五心(xin)守(shou)護碼—隱患(huan)隨手拍”的隱患(huan)治(zhi)理平(ping)臺和安(an)(an)(an)全(quan)大(da)排查(cha)大(da)整(zheng)治(zhi)專(zhuan)項(xiang)行動,持續開展校園(yuan)安(an)(an)(an)全(quan)隱患(huan)閉環整(zheng)改、動態清零(ling),打造放心(xin)校園(yuan)、安(an)(an)(an)心(xin)校園(yuan)。
