北京建筑大學:堅持“四線聯動”,優化提升“接訴即辦”服務效率
北(bei)京建筑大學堅持“以師(shi)生(sheng)為中心”發展理念,創新搭建校內“接訴即辦”師(shi)生(sheng)服務平臺,充分發揮廣大師(shi)生(sheng)員工積極性(xing)、主動性(xing)、參與性(xing),把(ba)(ba)(ba)問題解(jie)決在校內層面,把(ba)(ba)(ba)矛盾化解(jie)在萌芽狀(zhuang)態,把(ba)(ba)(ba)糾紛消除(chu)在前(qian)端源頭,建立為師(shi)生(sheng)辦實事的長效(xiao)機制。
一、堅持高站位推動,推進干部撲到一線
成立工(gong)(gong)(gong)作(zuo)(zuo)專班和13個專項工(gong)(gong)(gong)作(zuo)(zuo)組,完善體(ti)制(zhi)(zhi)機制(zhi)(zhi),貫徹實(shi)施(shi)“1+2+3+4”工(gong)(gong)(gong)作(zuo)(zuo)方針,即緊緊圍繞為師生(sheng)解(jie)決急(ji)難愁盼問(wen)題(ti)的主線,將校內(nei)接(jie)訴(su)(su)即辦作(zuo)(zuo)為服(fu)務師生(sheng)“最后(hou)一公里(li)”的主渠(qu)道;鞏固“線上網絡+線下電話”兩條受理路(lu)線,隨時接(jie)收師生(sheng)訴(su)(su)求;夯(hang)實(shi)“響應+辦結+回訪”三步工(gong)(gong)(gong)作(zuo)(zuo)流程,確保(bao)件(jian)件(jian)有著落(luo),事(shi)事(shi)有回音;實(shi)現(xian)四級(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)聯動,建立校領導(dao)、各職能部(bu)門、各二(er)級(ji)(ji)學(xue)院(yuan)、各單位接(jie)訴(su)(su)即辦工(gong)(gong)(gong)作(zuo)(zuo)專員(yuan)互聯互通工(gong)(gong)(gong)作(zuo)(zuo)機制(zhi)(zhi),加強上下縱深聯動,全力保(bao)障訴(su)(su)件(jian)解(jie)決。黨(dang)員(yuan)干部(bu)帶頭扮(ban)演好“領航員(yuan)”角色,確保(bao)接(jie)訴(su)(su)工(gong)(gong)(gong)作(zuo)(zuo)“上傳下達”及時、準確、暢通,力爭把師生(sheng)困惑或(huo)(huo)問(wen)題(ti)解(jie)決在(zai)校園里(li),把誤解(jie)或(huo)(huo)矛盾化解(jie)在(zai)萌芽狀(zhuang)態,推進平安(an)和諧校園建設。

二、堅持高效率運行,保障督辦始終在線
定期(qi)召開“接訴(su)即(ji)辦(ban)(ban)(ban)”工(gong)(gong)作(zuo)領導小組會(hui)議,通(tong)過《建(jian)大要聞》、會(hui)議通(tong)報、“三(san)率”排名(ming)(ming)等多種形式點(dian)名(ming)(ming)點(dian)事,實(shi)(shi)現“盯問(wen)題”“盯部(bu)門”雙渠道相結(jie)合(he)推進(jin)工(gong)(gong)作(zuo)落實(shi)(shi)。構建(jian)“即(ji)接即(ji)辦(ban)(ban)(ban)、日清(qing)日結(jie)”工(gong)(gong)作(zuo)落實(shi)(shi)機制,力爭(zheng)實(shi)(shi)現當日訴(su)件當天(tian)辦(ban)(ban)(ban)結(jie)。實(shi)(shi)時(shi)監督(du)指導,利用信息化監督(du)展(zhan)示(shi)平(ping)臺進(jin)行(xing)大數(shu)據(ju)分析和展(zhan)示(shi),實(shi)(shi)時(shi)監控訴(su)求辦(ban)(ban)(ban)理(li)進(jin)展(zhan)。健全督(du)查督(du)辦(ban)(ban)(ban)工(gong)(gong)作(zuo)機制,制定《校內接訴(su)即(ji)辦(ban)(ban)(ban)督(du)辦(ban)(ban)(ban)臺賬(zhang)》和《校內接訴(su)即(ji)辦(ban)(ban)(ban)未辦(ban)(ban)(ban)結(jie)統(tong)計(ji)清(qing)單》,切(qie)實(shi)(shi)加強對重點(dian)難點(dian)訴(su)求的協調解決力度,壓實(shi)(shi)主體責任,形成閉(bi)環工(gong)(gong)作(zuo)鏈。

三、堅持高質量落實,確保考核進入視線
規(gui)范長效(xiao)工作(zuo)(zuo)機(ji)(ji)制,做到“接(jie)”要(yao)及時、“派”要(yao)精準、“辦(ban)(ban)”要(yao)高效(xiao)、“評”要(yao)科學(xue),逐步(bu)形成全過程、全方位、全口徑的(de)規(gui)范化工作(zuo)(zuo)流程。推進新(xin)增(zeng)訴件(jian)(jian)(jian)“日清日結(jie)(jie)”、難(nan)點訴件(jian)(jian)(jian)“部(bu)門聯辦(ban)(ban)”、熱(re)門訴求“督察督辦(ban)(ban)”工作(zuo)(zuo)體系,不斷(duan)提(ti)升接(jie)件(jian)(jian)(jian)即(ji)動(dong)(dong)、即(ji)辦(ban)(ban)快辦(ban)(ban)的(de)辦(ban)(ban)理(li)(li)效(xiao)率,形成訴件(jian)(jian)(jian)辦(ban)(ban)結(jie)(jie)工作(zuo)(zuo)閉環。建立(li)“日報(bao)、月(yue)報(bao)、(半)年報(bao)”通(tong)(tong)報(bao)機(ji)(ji)制,通(tong)(tong)過“亮結(jie)(jie)果”促進各(ge)承辦(ban)(ban)部(bu)門提(ti)升服務(wu)意(yi)(yi)識(shi),提(ti)高工作(zuo)(zuo)效(xiao)率。堅持問題導向,立(li)足(zu)向前一步(bu),在訴件(jian)(jian)(jian)辦(ban)(ban)理(li)(li)、平臺(tai)建設、隊伍培訓(xun)、協同聯動(dong)(dong)四(si)個方面突出(chu)著力(li),切實(shi)提(ti)高接(jie)訴即(ji)辦(ban)(ban)隊伍的(de)接(jie)件(jian)(jian)(jian)意(yi)(yi)識(shi)和服務(wu)水(shui)平。截至目前,學(xue)校校內接(jie)訴即(ji)辦(ban)(ban)已累計解決師生合理(li)(li)訴求13259件(jian)(jian)(jian),響應率100%,辦(ban)(ban)結(jie)(jie)率100%,滿意(yi)(yi)率99.02%。
四、堅持高水平治理,強化破題找到引線
將師(shi)生(sheng)提(ti)(ti)出(chu)(chu)的(de)“身邊小事”作(zuo)為(wei)推動二級單(dan)位進(jin)一步優化(hua)管(guan)理(li)服務的(de)前(qian)進(jin)旗幟和(he)風向標,引導鼓勵二級單(dan)位下(xia)沉基層、撲到一線,真正打通聯系師(shi)生(sheng)的(de)“最后(hou)一公里”。將師(shi)生(sheng)訴求視為(wei)哨聲(sheng),發揮平臺(tai)哨點作(zuo)用,梳理(li)歸(gui)納校內接訴即辦(ban)平臺(tai)呈(cheng)現(xian)的(de)“季節性”“區域性”“周期性”問題(ti),提(ti)(ti)早分(fen)析研判,提(ti)(ti)前(qian)制(zhi)定工(gong)作(zuo)預(yu)案,落實(shi)未(wei)訴先(xian)辦(ban)的(de)主動治理(li)機(ji)制(zhi)。增(zeng)強(qiang)問題(ti)意(yi)識,主動思考謀劃,抓(zhua)好(hao)“關(guan)鍵(jian)細節”,打通“卡殼”堵點,提(ti)(ti)升解(jie)決(jue)(jue)同類訴求問題(ti)的(de)工(gong)作(zuo)成效(xiao)(xiao)。強(qiang)化(hua)精準施(shi)策(ce),率先(xian)布置(zhi),從源頭入手幫助師(shi)生(sheng)解(jie)決(jue)(jue)實(shi)際(ji)問題(ti)。聚(ju)焦學(xue)生(sheng)管(guan)理(li)、公共設施(shi)、生(sheng)活保障(zhang)、信息咨詢、餐飲(yin)服務等方面的(de)突(tu)出(chu)(chu)問題(ti),召(zhao)開(kai)工(gong)作(zuo)專題(ti)會,聚(ju)焦問題(ti)源頭,系統制(zhi)定工(gong)作(zuo)方案,提(ti)(ti)升工(gong)作(zuo)成效(xiao)(xiao)。通過線上線下(xia)相(xiang)結合的(de)形式建立意(yi)見征集和(he)反饋機(ji)制(zhi),鼓勵師(shi)生(sheng)建言獻(xian)策(ce),解(jie)決(jue)(jue)問題(ti),破解(jie)難題(ti)。
學(xue)校堅(jian)持師生有所呼、部門(men)有所應,切實(shi)為師生解(jie)決每(mei)一(yi)件(jian)身(shen)邊事(shi)、煩(fan)心事(shi)和困難事(shi),實(shi)現(xian)從“接訴(su)即辦”到(dao)“未訴(su)先(xian)辦”,做(zuo)到(dao)標本(ben)兼(jian)治、主動治理(li),切實(shi)促進學(xue)校治理(li)水平(ping)和治理(li)能力提升。
