新時期民辦高校平安校園建設的實踐與創新
平安(an)建(jian)設(she)是(shi)一個(ge)動(dong)態發(fa)(fa)展、不斷升級的(de)過程,在新(xin)時代背景下,平安(an)校(xiao)(xiao)園建(jian)設(she)已(yi)成為(wei)促進高(gao)(gao)校(xiao)(xiao)各項工(gong)作發(fa)(fa)展、構建(jian)和諧校(xiao)(xiao)園的(de)內在要(yao)求(qiu)和有效(xiao)途徑,更是(shi)維護校(xiao)(xiao)園安(an)全(quan)穩(wen)定,助推學校(xiao)(xiao)教育事業發(fa)(fa)展的(de)基石和保障。新(xin)時代背景下高(gao)(gao)校(xiao)(xiao)“平安(an)校(xiao)(xiao)園”建(jian)設(she)應(ying)被賦予(yu)更深(shen)內涵(han)、更大意義(yi)。本文主要(yao)以民辦高(gao)(gao)校(xiao)(xiao)江西服裝學院為(wei)例(li),針對其平安(an)校(xiao)(xiao)園建(jian)設(she)實踐與(yu)創新(xin)進行深(shen)入分析與(yu)思考。
一、平安校園建設的必要性
(一)建(jian)設“平安(an)校(xiao)園”,是貫(guan)徹落實“平安(an)中(zhong)國(guo)”建(jian)設的具體舉措。高校(xiao)“平安(an)校(xiao)園”的建(jian)設關系(xi)到萬余(yu)(yu)名師(shi)生(sheng)和萬余(yu)(yu)個家庭的生(sheng)活與安(an)全保障,必須做到守土有責(ze)(ze)(ze)、守土擔責(ze)(ze)(ze)、守土盡(jin)責(ze)(ze)(ze)。
(二)建(jian)設“平安校(xiao)園”,是(shi)民辦高校(xiao)內涵式發展(zhan)、質(zhi)量提(ti)升的需要(yao)(yao)。學(xue)(xue)校(xiao)要(yao)(yao)發展(zhan),安全穩(wen)(wen)定是(shi)前提(ti),只有牢牢抓(zhua)住了安全穩(wen)(wen)定這個“1”,學(xue)(xue)校(xiao)各項工作發展(zhan)的各個“0”才具有實際意義。
(三(san))建設“平安校(xiao)園”,是師(shi)(shi)生(sheng)(sheng)(sheng)日(ri)益(yi)追(zhui)求(qiu)美好(hao)校(xiao)園生(sheng)(sheng)(sheng)活的(de)需(xu)要。只有校(xiao)園平安穩(wen)定,師(shi)(shi)生(sheng)(sheng)(sheng)才(cai)能(neng)樂教樂學,才(cai)能(neng)滿足師(shi)(shi)生(sheng)(sheng)(sheng)日(ri)益(yi)追(zhui)求(qiu)美好(hao)校(xiao)園生(sheng)(sheng)(sheng)活的(de)需(xu)要。
二、平安校園建設的原則
習近平(ping)總書記高(gao)度重視“平(ping)安(an)中國”建設(she),多次發表重要講話時強(qiang)調要全(quan)(quan)面提升(sheng)平(ping)安(an)中國建設(she)水平(ping)不(bu)斷增(zeng)強(qiang)人民群眾獲得感(gan)幸福(fu)感(gan)安(an)全(quan)(quan)感(gan)。《中共中央、國務院關(guan)于進一步加強(qiang)社會治安(an)綜合治理的(de)(de)意(yi)見(jian)》的(de)(de)出臺給高(gao)校(xiao)“平(ping)安(an)校(xiao)園”建設(she)提供了(le)指導方針(zhen)。
(一)平安(an)校園建(jian)設(she)要把(ba)家庭教(jiao)育、學(xue)校教(jiao)育與社(she)會教(jiao)育緊密(mi)結合(he)起(qi)來,建(jian)立健全相互協(xie)作(zuo)配合(he)的(de)工作(zuo)機制。
(二)平(ping)安校(xiao)(xiao)園建(jian)設(she)要(yao)深入考慮保障師生的安全,要(yao)將此(ci)作為(wei)高校(xiao)(xiao)安全工作的首要(yao)職責,并將此(ci)作為(wei)創建(jian)和諧平(ping)安校(xiao)(xiao)園的重要(yao)指標。
(三)平安校(xiao)(xiao)園建(jian)設(she)要在全(quan)校(xiao)(xiao)范圍內形(xing)成“人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)講安全(quan)、安全(quan)人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)抓”的思想共(gong)識,堅(jian)持共(gong)建(jian)共(gong)治共(gong)享(xiang),建(jian)設(she)人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)有責、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)盡責、人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)享(xiang)有的平安校(xiao)(xiao)園治理共(gong)同體(ti),推動學校(xiao)(xiao)教(jiao)育事業發(fa)展。
三、民辦高校平安校園建設存在的問題
民(min)辦(ban)高校由于受境內外各種(zhong)社會因素、自身教育管(guan)理、服務水(shui)平(ping)限制的影響(xiang),其安全(quan)穩定(ding)工作呈現(xian)復雜性和多(duo)(duo)樣化。防(fang)不勝防(fang)的各種(zhong)不和諧(xie)因素,使民(min)辦(ban)高校平(ping)安建設出現(xian)諸多(duo)(duo)問(wen)題(ti)。
(一)校園(yuan)周(zhou)邊(bian)治安(an)依然復雜。隨著民(min)辦高(gao)校的(de)(de)發展,多數民(min)辦高(gao)校校區(qu)建(jian)設在城(cheng)郊結(jie)合(he)(he)部,城(cheng)郊結(jie)合(he)(he)部相對而(er)言(yan)校園(yuan)周(zhou)邊(bian)人員(yuan)結(jie)構復雜,圍繞著校園(yuan)而(er)出(chu)現的(de)(de)高(gao)校經濟給校園(yuan)治安(an)、食(shi)品衛生等安(an)全方面帶(dai)來(lai)較(jiao)大(da)安(an)全隱患。
(二)意識形(xing)態(tai)安全復雜多變。高校是意識形(xing)態(tai)工(gong)作的(de)前沿陣(zhen)(zhen)地(di)。當前,在經濟全球(qiu)化(hua)、社(she)會(hui)轉型以及移動(dong)互(hu)聯網(wang)發展等因素影響下,當今網(wang)絡(luo)正變成(cheng)(cheng)向(xiang)世界觀尚未完全形(xing)成(cheng)(cheng)的(de)青年(nian)大學生傳播錯誤信息的(de)平臺,學校網(wang)絡(luo)陣(zhen)(zhen)地(di)建設(she)工(gong)作存在薄弱環節。
(三)學生(sheng)結構層次(ci)差(cha)(cha)異多樣。隨著高(gao)等(deng)教育(yu)不斷大(da)眾化,全(quan)國(guo)民(min)(min)辦高(gao)校規模越(yue)來(lai)越(yue)大(da),數量越(yue)來(lai)越(yue)多。民(min)(min)辦高(gao)校多數包含本(ben)(ben)科(ke)生(sheng)、專升本(ben)(ben)、專科(ke)生(sheng)等(deng)不同(tong)(tong)學歷、不同(tong)(tong)層次(ci)的學生(sheng)。同(tong)(tong)時,民(min)(min)辦高(gao)校學生(sheng)家庭環境相對較差(cha)(cha),這(zhe)些(xie)學生(sheng)在(zai)政治(zhi)意識(shi)、思想觀念(nian)、人生(sheng)價值(zhi)觀、問題(ti)考慮角度(du)、分析與(yu)解決問題(ti)能(neng)力(li)等(deng)方面存在(zai)較大(da)差(cha)(cha)異。把這(zhe)些(xie)人放在(zai)同(tong)(tong)一環境下,接受同(tong)(tong)一教育(yu),勢必會給民(min)(min)辦高(gao)校安全(quan)穩(wen)定(ding)工作(zuo)帶來(lai)較大(da)的不確定(ding)因(yin)素。
(四)民辦(ban)(ban)高(gao)(gao)校(xiao)自身(shen)存(cun)在短板。民辦(ban)(ban)高(gao)(gao)校(xiao)因辦(ban)(ban)學歷(li)史較短,一是學校(xiao)管理(li)能力水平有(you)待提升(sheng),信息(xi)研判(pan)、科技創新和管理(li)骨干較缺(que)乏;二是學校(xiao)管理(li)人員歸屬感不強,站位(wei)不高(gao)(gao)、視野不廣,面對繁(fan)重艱(jian)巨(ju)任(ren)務,工作拼勁不足;三是民辦(ban)(ban)高(gao)(gao)校(xiao)對人才的培養意識(shi)缺(que)乏,嚴管厚愛還不夠。工作中存(cun)在不嚴不實,缺(que)位(wei)錯位(wei)問題仍然(ran)存(cun)在,形(xing)不成(cheng)共(gong)識(shi)共(gong)鳴。
四、民辦高校平安校園建設的實踐與創新
在平安(an)校園建(jian)設工(gong)作(zuo)中,江西服裝學院始(shi)終堅持(chi)將平安(an)校園建(jian)設作(zuo)為重大政治任務,放在全校工(gong)作(zuo)的(de)首位推(tui)進(jin),著(zhu)力推(tui)進(jin)平安(an)校園“四(si)個有”、“四(si)個新”的(de)建(jian)設,在平安(an)校園建(jian)設的(de)實踐與(yu)創新上取得了實效。
(一)突出重點,著力推進平安校園“四個有”的建設
1.高位推動、壓實(shi)責(ze)(ze)任(ren)(ren)(ren)(ren),安(an)(an)(an)(an)全(quan)工(gong)(gong)作(zuo)(zuo)事事“有人(ren)(ren)(ren)管”。一(yi)是高位推動平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)。學(xue)(xue)校(xiao)(xiao)成(cheng)立(li)了(le)以黨(dang)委書記、校(xiao)(xiao)長(chang)(chang)為(wei)組長(chang)(chang),學(xue)(xue)校(xiao)(xiao)領導(dao)班子(zi)成(cheng)員任(ren)(ren)(ren)(ren)副組長(chang)(chang),各(ge)學(xue)(xue)院(yuan)黨(dang)政負責(ze)(ze)人(ren)(ren)(ren)、各(ge)職(zhi)能部(bu)門負責(ze)(ze)人(ren)(ren)(ren)為(wei)成(cheng)員的(de)(de)學(xue)(xue)校(xiao)(xiao)平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)工(gong)(gong)作(zuo)(zuo)領導(dao)小(xiao)組,專項研(yan)究布(bu)置了(le)年度平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)重點工(gong)(gong)作(zuo)(zuo),印(yin)發了(le)年度工(gong)(gong)作(zuo)(zuo)要點,工(gong)(gong)作(zuo)(zuo)小(xiao)組分(fen)工(gong)(gong)明確(que),各(ge)司其職(zhi),周密部(bu)署(shu),形成(cheng)主要領導(dao)全(quan)面抓、分(fen)管領導(dao)具(ju)體抓、各(ge)部(bu)門嚴(yan)格落實(shi)的(de)(de)工(gong)(gong)作(zuo)(zuo)機(ji)制,確(que)保任(ren)(ren)(ren)(ren)務到(dao)位、組織(zhi)到(dao)位、責(ze)(ze)任(ren)(ren)(ren)(ren)到(dao)位、措施到(dao)位,切(qie)實(shi)把(ba)平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)工(gong)(gong)作(zuo)(zuo)落到(dao)實(shi)處。二是壓實(shi)各(ge)級綜治(zhi)維(wei)穩(wen)責(ze)(ze)任(ren)(ren)(ren)(ren)。學(xue)(xue)校(xiao)(xiao)每(mei)學(xue)(xue)期開學(xue)(xue)初(chu)都會(hui)組織(zhi)召開安(an)(an)(an)(an)全(quan)穩(wen)定形勢暨師(shi)生思想(xiang)動態(tai)分(fen)析(xi)研(yan)判(pan)會(hui),會(hui)上各(ge)二級學(xue)(xue)院(yuan)院(yuan)長(chang)(chang)報告開學(xue)(xue)初(chu)師(shi)生思想(xiang)動態(tai)情況,簽訂(ding)平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)工(gong)(gong)作(zuo)(zuo)、意識形態(tai)工(gong)(gong)作(zuo)(zuo)責(ze)(ze)任(ren)(ren)(ren)(ren)書責(ze)(ze)任(ren)(ren)(ren)(ren)狀。將綜治(zhi)維(wei)穩(wen)工(gong)(gong)作(zuo)(zuo)納入學(xue)(xue)校(xiao)(xiao)年度績效考(kao)核,明確(que)綜治(zhi)實(shi)績與績效工(gong)(gong)資、晉(jin)職(zhi)晉(jin)級、評優評先相掛鉤,落實(shi)平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)工(gong)(gong)作(zuo)(zuo)“一(yi)票否(fou)決”制和領導(dao)干部(bu)責(ze)(ze)任(ren)(ren)(ren)(ren)追究制,牢固樹立(li)“人(ren)(ren)(ren)人(ren)(ren)(ren)講(jiang)安(an)(an)(an)(an)全(quan)、安(an)(an)(an)(an)全(quan)人(ren)(ren)(ren)人(ren)(ren)(ren)抓”的(de)(de)思想(xiang),細化分(fen)解平(ping)(ping)安(an)(an)(an)(an)建(jian)(jian)設(she)工(gong)(gong)作(zuo)(zuo)任(ren)(ren)(ren)(ren)務,列(lie)出任(ren)(ren)(ren)(ren)務清(qing)單(dan),并逐一(yi)對應責(ze)(ze)任(ren)(ren)(ren)(ren)單(dan)位,確(que)保安(an)(an)(an)(an)全(quan)工(gong)(gong)作(zuo)(zuo)事事有人(ren)(ren)(ren)管。
2.強化演練(lian)、預(yu)(yu)(yu)防(fang)在前(qian),重大活(huo)動(dong)(dong)(dong)(dong)件(jian)件(jian)“有預(yu)(yu)(yu)案(an)”。針對(dui)(dui)重大活(huo)動(dong)(dong)(dong)(dong),學校時(shi)刻繃緊安(an)(an)(an)(an)全(quan)(quan)(quan)穩(wen)(wen)(wen)定(ding)(ding)這根弦,認真落實(shi)(shi)(shi)上級工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)部署要(yao)求。學校針對(dui)(dui)學生(sheng)(sheng)返(fan)校開(kai)展(zhan)疫情防(fang)控演練(lian),按(an)照(zhao)“演練(lian)即實(shi)(shi)(shi)戰”的標準,圍(wei)繞“返(fan)校報(bao)到、宿(su)(su)舍管(guan)(guan)理(li)、食堂就餐(can)、課(ke)堂教(jiao)學、疫情應(ying)急(ji)(ji)(ji)處置(zhi)”五個環節(jie),按(an)照(zhao)規定(ding)(ding)內容、流(liu)程(cheng)依次(ci)展(zhan)開(kai)疫情防(fang)控演練(lian),將(jiang)預(yu)(yu)(yu)防(fang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)做在前(qian)面,切實(shi)(shi)(shi)保(bao)障師生(sheng)(sheng)身體健康和(he)(he)生(sheng)(sheng)命安(an)(an)(an)(an)全(quan)(quan)(quan)。對(dui)(dui)各(ge)部門承辦的講座、展(zhan)演、時(shi)裝周(zhou)等(deng)大型活(huo)動(dong)(dong)(dong)(dong)實(shi)(shi)(shi)行(xing)(xing)報(bao)備(bei)和(he)(he)預(yu)(yu)(yu)案(an)演練(lian)。黨委宣(xuan)傳部首(shou)先(xian)把好意(yi)識形態(tai)關,嚴(yan)格審(shen)批活(huo)動(dong)(dong)(dong)(dong)內容、活(huo)動(dong)(dong)(dong)(dong)流(liu)程(cheng),尤其是(shi)對(dui)(dui)講座講稿、課(ke)件(jian)、PPT進行(xing)(xing)嚴(yan)格審(shen)核,確保(bao)政治(zhi)安(an)(an)(an)(an)全(quan)(quan)(quan);活(huo)動(dong)(dong)(dong)(dong)組織嚴(yan)格按(an)照(zhao)常(chang)態(tai)化疫情防(fang)控的要(yao)求,實(shi)(shi)(shi)行(xing)(xing)“誰主(zhu)辦,誰負責”的安(an)(an)(an)(an)全(quan)(quan)(quan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)原(yuan)則,提(ti)前(qian)履行(xing)(xing)各(ge)類(lei)審(shen)批手續,制(zhi)定(ding)(ding)活(huo)動(dong)(dong)(dong)(dong)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)方案(an)和(he)(he)安(an)(an)(an)(an)全(quan)(quan)(quan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)預(yu)(yu)(yu)案(an),確保(bao)活(huo)動(dong)(dong)(dong)(dong)組織安(an)(an)(an)(an)全(quan)(quan)(quan)有序;活(huo)動(dong)(dong)(dong)(dong)過(guo)程(cheng)嚴(yan)格安(an)(an)(an)(an)全(quan)(quan)(quan)管(guan)(guan)理(li),明確安(an)(an)(an)(an)全(quan)(quan)(quan)要(yao)求,分清責任主(zhu)體,壓實(shi)(shi)(shi)安(an)(an)(an)(an)全(quan)(quan)(quan)責任,全(quan)(quan)(quan)過(guo)程(cheng)嚴(yan)格進行(xing)(xing)安(an)(an)(an)(an)全(quan)(quan)(quan)監(jian)管(guan)(guan),做好安(an)(an)(an)(an)全(quan)(quan)(quan)檢(jian)查,確保(bao)技防(fang)設施(shi)運(yun)行(xing)(xing)正常(chang),確保(bao)活(huo)動(dong)(dong)(dong)(dong)平穩(wen)(wen)(wen)開(kai)展(zhan)。同時(shi),完(wan)善(shan)了(le)(le)各(ge)種工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)預(yu)(yu)(yu)案(an)和(he)(he)安(an)(an)(an)(an)全(quan)(quan)(quan)管(guan)(guan)理(li)制(zhi)度。學校先(xian)后制(zhi)訂了(le)(le)《關于(yu)新冠(guan)疫情防(fang)控工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)應(ying)急(ji)(ji)(ji)預(yu)(yu)(yu)案(an)》《關于(yu)處置(zhi)突發公共(gong)群體性事件(jian)應(ying)急(ji)(ji)(ji)預(yu)(yu)(yu)案(an)》《自然災害類(lei)突發事件(jian)應(ying)急(ji)(ji)(ji)處置(zhi)預(yu)(yu)(yu)案(an)》《消防(fang)安(an)(an)(an)(an)全(quan)(quan)(quan)檢(jian)查專(zhuan)項(xiang)行(xing)(xing)動(dong)(dong)(dong)(dong)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)方案(an)》等(deng)50余(yu)項(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)方(預(yu)(yu)(yu))案(an);制(zhi)定(ding)(ding)并(bing)完(wan)善(shan)了(le)(le)《平安(an)(an)(an)(an)建設實(shi)(shi)(shi)施(shi)考評辦法》《社會(hui)治(zhi)安(an)(an)(an)(an)綜合治(zhi)理(li)事故(gu)處理(li)和(he)(he)責任追究(jiu)制(zhi)度》《矛盾糾紛排查調處工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)制(zhi)度》《安(an)(an)(an)(an)全(quan)(quan)(quan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)檢(jian)查制(zhi)度》《安(an)(an)(an)(an)全(quan)(quan)(quan)責任大事報(bao)告制(zhi)度》《班(ban)會(hui)課(ke)程(cheng)化運(yun)行(xing)(xing)制(zhi)度》《宿(su)(su)舍管(guan)(guan)理(li)與服務制(zhi)度》《心理(li)危(wei)機(ji)干預(yu)(yu)(yu)處理(li)制(zhi)度》等(deng)百余(yu)項(xiang)制(zhi)度。通過(guo)建章(zhang)立制(zhi)使(shi)安(an)(an)(an)(an)全(quan)(quan)(quan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)制(zhi)度化,同時(shi)對(dui)(dui)各(ge)項(xiang)制(zhi)度不定(ding)(ding)期地進行(xing)(xing)督(du)察(cha),狠(hen)抓各(ge)項(xiang)維(wei)穩(wen)(wen)(wen)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)落實(shi)(shi)(shi),確保(bao)了(le)(le)學校安(an)(an)(an)(an)全(quan)(quan)(quan)穩(wen)(wen)(wen)定(ding)(ding)。
