一、何謂高校安全穩定工作高質量發展

思(si)想(xiang)是行動的(de)先導,新(xin)思(si)想(xiang)引領新(xin)目標。黨(dang)的(de)十九大報(bao)告(gao)中首次提(ti)出“高(gao)(gao)質量(liang)發(fa)展(zhan)(zhan)”這一(yi)科學表述(shu),隨即成為(wei)高(gao)(gao)頻詞。高(gao)(gao)質量(liang)發(fa)展(zhan)(zhan)是適應我國社會(hui)主要(yao)(yao)矛盾變化的(de)必然要(yao)(yao)求。研(yan)究(jiu)當(dang)前和今(jin)后(hou)一(yi)個時期(qi)的(de)高(gao)(gao)校(xiao)安(an)全穩定工作(zuo)(zuo),必須深(shen)刻理解和精準把(ba)握“高(gao)(gao)質量(liang)發(fa)展(zhan)(zhan)”這一(yi)概念的(de)深(shen)刻內(nei)涵。高(gao)(gao)校(xiao)安(an)全穩定工作(zuo)(zuo)既要(yao)(yao)要(yao)(yao)重視“量(liang)”的(de)發(fa)展(zhan)(zhan),更(geng)要(yao)(yao)解決“質”的(de)問題,在“質”的(de)大幅度(du)提(ti)升中實現“量(liang)”的(de)有效增長,給(gei)師生(sheng)員工帶來(lai)更(geng)多(duo)的(de)獲得感(gan)、幸(xing)福感(gan)和安(an)全感(gan)。由此可知,高(gao)(gao)校(xiao)安(an)全穩定工作(zuo)(zuo)高(gao)(gao)質量(liang)發(fa)展(zhan)(zhan)應從以下(xia)三個方面進行思(si)索和考量(liang)。

第一(yi)(yi),“量”的(de)(de)(de)發(fa)展(zhan)是(shi)(shi)基礎。高(gao)校安全(quan)(quan)穩定工(gong)作(zuo)(zuo)是(shi)(shi)一(yi)(yi)項既(ji)簡(jian)單(dan)又復(fu)雜的(de)(de)(de)工(gong)作(zuo)(zuo)。說(shuo)其簡(jian)單(dan),即是(shi)(shi)普通民眾(zhong)的(de)(de)(de)傳(chuan)統(tong)看法,認(ren)(ren)為(wei)安全(quan)(quan)工(gong)作(zuo)(zuo)就(jiu)是(shi)(shi)治安、交通、戶(hu)籍和消防等簡(jian)單(dan)且(qie)重復(fu)性的(de)(de)(de)日常(chang)具體工(gong)作(zuo)(zuo),只要按部就(jiu)班地(di)做好登記、管理和處(chu)置(zhi)就(jiu)可(ke)以(yi)了。在這種認(ren)(ren)知下,高(gao)校安全(quan)(quan)穩定工(gong)作(zuo)(zuo)完全(quan)(quan)是(shi)(shi)一(yi)(yi)種被動型的(de)(de)(de)工(gong)作(zuo)(zuo),利(li)用傳(chuan)統(tong)的(de)(de)(de)人(ren)防、物(wu)防和技防,就(jiu)可(ke)以(yi)不(bu)斷(duan)推進(jin)高(gao)校安全(quan)(quan)穩定工(gong)作(zuo)(zuo)“量”的(de)(de)(de)發(fa)展(zhan),增(zeng)(zeng)加人(ren)員就(jiu)可(ke)以(yi)提高(gao)戶(hu)籍辦理及服務(wu)質(zhi)量,增(zeng)(zeng)加物(wu)防就(jiu)可(ke)以(yi)實現交通管理,增(zeng)(zeng)加技防就(jiu)可(ke)以(yi)提高(gao)消防水平。

第(di)三,安(an)全(quan)(quan)(quan)(quan)感(gan)的提升是(shi)(shi)根本。安(an)全(quan)(quan)(quan)(quan)感(gan)是(shi)(shi)一(yi)個(ge)偏(pian)向于主(zhu)觀(guan)的概(gai)念,是(shi)(shi)一(yi)種心理狀態,安(an)全(quan)(quan)(quan)(quan)感(gan)是(shi)(shi)對(dui)(dui)可能出現的對(dui)(dui)身體或心理的危險或風險的預感(gan),以及(ji)個(ge)體在(zai)應對(dui)(dui)處事時的有力(li)或無力(li)感(gan),主(zhu)要(yao)(yao)表現為確定感(gan)和可控感(gan),它與具體個(ge)人的成長環境、生活背景、感(gan)情狀況、學(xue)業(ye)事業(ye)等有千絲萬縷的聯系。在(zai)大學(xue)校(xiao)園(yuan)中,師生員(yuan)工(gong)(gong)的個(ge)人安(an)全(quan)(quan)(quan)(quan)境遇(yu)(yu)起著重要(yao)(yao)作(zuo)(zuo)用。高校(xiao)安(an)全(quan)(quan)(quan)(quan)穩定工(gong)(gong)作(zuo)(zuo)高質量(liang)發展,則既要(yao)(yao)從(cong)客(ke)觀(guan)上減少(shao)是(shi)(shi)師生員(yuan)工(gong)(gong)的不安(an)全(quan)(quan)(quan)(quan)遭遇(yu)(yu),又要(yao)(yao)從(cong)主(zhu)觀(guan)上對(dui)(dui)其進行(xing)必要(yao)(yao)的教(jiao)育和引導。

總之(zhi)(zhi),高校安(an)全(quan)穩定(ding)工(gong)作(zuo)(zuo)是一項看起(qi)來簡(jian)單、做起(qi)來復雜、想(xiang)做好又很(hen)難的工(gong)作(zuo)(zuo),面臨著很(hen)多挑戰,具(ju)有(you)很(hen)大的不確定(ding)性。高校安(an)全(quan)穩定(ding)工(gong)作(zuo)(zuo)部(bu)門作(zuo)(zuo)為維(wei)護(hu)高校安(an)全(quan)穩定(ding)、開展學生(sheng)安(an)全(quan)教育(yu)與(yu)行為管理的重要職能部(bu)門之(zhi)(zhi)一,在平安(an)校園建設過程中是舉足輕重、不可或缺(que)的。

二、影響高校安全穩定工作高質量發展的因素

在(zai)新發(fa)展階段(duan),高校(xiao)(xiao)安全穩定(ding)(ding)(ding)工(gong)作面臨著(zhu)(zhu)新形勢和(he)新挑戰。國際國內安全形勢越來越嚴峻復雜,社會外界(jie)和(he)校(xiao)(xiao)園師生員工(gong)對高校(xiao)(xiao)安全穩定(ding)(ding)(ding)工(gong)作有較高的(de)期待。除(chu)了(le)傳統(tong)的(de)校(xiao)(xiao)園治安、消防、交通、戶籍等(deng)日常業務外,意(yi)識(shi)形態、國家安全、網絡(luo)安全、心(xin)理安全以及突發(fa)事(shi)件等(deng)越來考(kao)驗(yan)著(zhu)(zhu)高校(xiao)(xiao)安全穩定(ding)(ding)(ding)工(gong)作的(de)能(neng)力,也是影響高校(xiao)(xiao)安全穩定(ding)(ding)(ding)工(gong)作高質(zhi)量發(fa)展的(de)重要制約因素。

(一(yi))意識形(xing)態(tai)(tai)問(wen)題(ti)(ti)。習近平(ping)總書(shu)記指出:“落實(shi)意識形(xing)態(tai)(tai)工(gong)作責任(ren)制,加強陣地建(jian)設和管理,注(zhu)意區分政(zheng)(zheng)治原則問(wen)題(ti)(ti)、思(si)想認識問(wen)題(ti)(ti)、學術(shu)觀(guan)點問(wen)題(ti)(ti),旗幟鮮明(ming)反對(dui)(dui)和抵制各(ge)種錯誤觀(guan)點。”當前,我(wo)(wo)國(guo)社(she)(she)會正處(chu)于快速轉型(xing)期,人們的心理狀態(tai)(tai)、道德觀(guan)念、理想信(xin)仰(yang)等(deng)也隨之發生著變化(hua),西方宗教(jiao)(jiao)(jiao)勢力(li)、國(guo)內封(feng)建(jian)殘余勢力(li)和個別(bie)民族分裂(lie)勢力(li)等(deng)利用各(ge)種宗教(jiao)(jiao)(jiao)甚(shen)至(zhi)邪(xie)教(jiao)(jiao)(jiao)試圖(tu)對(dui)(dui)我(wo)(wo)國(guo)民眾進行廣泛傳播、大(da)肆(si)滲(shen)透(tou),尤其是近幾年來(lai)逐漸將滲(shen)透(tou)目標(biao)對(dui)(dui)準了(le)大(da)學生群體(ti)。通過宗教(jiao)(jiao)(jiao)和一(yi)些非(fei)(fei)(fei)政(zheng)(zheng)府組織打著與學校(xiao)進行學術(shu)交流(liu)、扶貧助困(kun)、科研資助等(deng)幌子對(dui)(dui)師生進行意識形(xing)態(tai)(tai)滲(shen)透(tou),并伺機刺探、套取或者收買(mai)國(guo)家和單位的秘密,社(she)(she)會上還存在邪(xie)教(jiao)(jiao)(jiao)向高(gao)校(xiao)滲(shen)透(tou)的情況,甚(shen)至(zhi)某些邪(xie)教(jiao)(jiao)(jiao)假冒(mao)宗教(jiao)(jiao)(jiao)之名進行傳教(jiao)(jiao)(jiao)活動(dong)(dong)。校(xiao)園非(fei)(fei)(fei)法(fa)(fa)傳教(jiao)(jiao)(jiao)活動(dong)(dong)也表現(xian)出主體(ti)專業化(hua)、對(dui)(dui)象多元化(hua)、類型(xing)復雜化(hua)、范圍擴大(da)化(hua)、方式隱蔽化(hua)等(deng)特(te)征。個別(bie)大(da)學生處(chu)于好奇(qi)、因(yin)學習或生活及社(she)(she)會問(wen)題(ti)(ti)引(yin)起心理失(shi)衡而逃避甚(shen)至(zhi)尋求超脫,個人信(xin)仰(yang)迷失(shi)或尋求精神慰藉等(deng)原因(yin)接受非(fei)(fei)(fei)法(fa)(fa)傳教(jiao)(jiao)(jiao)或邪(xie)教(jiao)(jiao)(jiao)傳播。因(yin)此,防范打擊非(fei)(fei)(fei)法(fa)(fa)傳教(jiao)(jiao)(jiao)、邪(xie)教(jiao)(jiao)(jiao)傳播和國(guo)內外敵對(dui)(dui)勢力(li)蓄意煽動(dong)(dong)活動(dong)(dong)等(deng)問(wen)題(ti)(ti)已成(cheng)為高(gao)校(xiao)安全穩定工(gong)作的一(yi)個重(zhong)要方面。

(三)心(xin)(xin)(xin)理(li)(li)問(wen)題(ti)。“中(zhong)國衛生心(xin)(xin)(xin)理(li)(li)協會一項調(diao)查顯(xian)示:40%的(de)(de)大(da)學(xue)(xue)新生、50%的(de)(de)畢業生有不(bu)(bu)同(tong)心(xin)(xin)(xin)理(li)(li)問(wen)題(ti)”。當前的(de)(de)高校學(xue)(xue)生多(duo)(duo)為獨(du)生子(zi)女,很多(duo)(duo)表現為生理(li)(li)成熟但心(xin)(xin)(xin)理(li)(li)幼稚(zhi),如自(zi)我意識過強(qiang)、唯我觀(guan)念重(zhong)、互助精神差(cha)、心(xin)(xin)(xin)理(li)(li)承受(shou)能力(li)(li)弱、獨(du)立生活能力(li)(li)低等(deng),多(duo)(duo)數大(da)學(xue)(xue)生心(xin)(xin)(xin)理(li)(li)相當幼稚(zhi),也相當脆(cui)弱;當前的(de)(de)教(jiao)育(yu)存在重(zhong)智(zhi)育(yu)、輕德育(yu),“一好遮(zhe)百丑”,忽視學(xue)(xue)生品德和(he)健康心(xin)(xin)(xin)理(li)(li)培養的(de)(de)現象,進(jin)入大(da)學(xue)(xue)后,一旦遇(yu)到學(xue)(xue)業、家庭、經(jing)濟(ji)、就業、感情、榮譽等(deng)方面的(de)(de)問(wen)題(ti)時(shi),就容易心(xin)(xin)(xin)態失衡(heng),輕則愁眉苦(ku)臉(lian),唉(ai)聲嘆氣,重(zhong)則自(zi)暴自(zi)棄,甚至做出一些不(bu)(bu)合(he)常(chang)理(li)(li)或(huo)違法亂紀的(de)(de)事。大(da)學(xue)(xue)生和(he)外界的(de)(de)接(jie)觸增多(duo)(duo),受(shou)社(she)會不(bu)(bu)良風氣逐漸侵(qin)蝕,互聯網信(xin)息(xi)(xi)的(de)(de)泛濫和(he)良莠不(bu)(bu)齊(qi),考驗(yan)著學(xue)(xue)生的(de)(de)道德水平和(he)安全意識,大(da)學(xue)(xue)生的(de)(de)世界觀(guan)、人(ren)生觀(guan)、價值觀(guan)都受(shou)到前所未有的(de)(de)沖擊,容易受(shou)社(she)會一些不(bu)(bu)良信(xin)息(xi)(xi)影響產(chan)生心(xin)(xin)(xin)理(li)(li)問(wen)題(ti)。近(jin)些年,每年都有大(da)學(xue)(xue)生自(zi)殺或(huo)傷害(hai)同(tong)學(xue)(xue)的(de)(de)事件,大(da)學(xue)(xue)生心(xin)(xin)(xin)理(li)(li)問(wen)題(ti)已成為高校安全穩定工作(zuo)的(de)(de)重(zhong)要內容。

(四(si))突(tu)發(fa)(fa)事(shi)(shi)件(jian)(jian)。當今(jin)社(she)會(hui)是風(feng)險(xian)社(she)會(hui),存在很多不安全或不可控的主客觀(guan)因素(su),各(ge)類公共突(tu)發(fa)(fa)性(xing)(xing)(xing)事(shi)(shi)件(jian)(jian)層出不窮,涉(she)及學生(sheng)傷(shang)亡事(shi)(shi)故(gu)(gu)(gu)接連發(fa)(fa)生(sheng)。諸如上(shang)(shang)海踩踏事(shi)(shi)故(gu)(gu)(gu)中有(you)大學生(sheng)傷(shang)亡,北京航空航天(tian)大學演出舞臺(tai)升降事(shi)(shi)故(gu)(gu)(gu)中150多名學生(sheng)受(shou)傷(shang)、北京交通大學實(shi)驗室爆炸事(shi)(shi)故(gu)(gu)(gu)等等,以上(shang)(shang)這些(xie)公共安全事(shi)(shi)故(gu)(gu)(gu),帶有(you)較強的突(tu)發(fa)(fa)性(xing)(xing)(xing)和破壞性(xing)(xing)(xing),但這是當今(jin)風(feng)險(xian)社(she)會(hui)的一個突(tu)出表現,大學校(xiao)園也(ye)不能(neng)(neng)獨(du)善其(qi)身,大學生(sheng)遇(yu)到恐怖襲擊、食物中毒、火災(zai)、交通事(shi)(shi)故(gu)(gu)(gu)、自(zi)殺事(shi)(shi)件(jian)(jian)、群體性(xing)(xing)(xing)事(shi)(shi)件(jian)(jian)等公共突(tu)發(fa)(fa)性(xing)(xing)(xing)事(shi)(shi)故(gu)(gu)(gu)也(ye)難(nan)以避免(mian)。突(tu)發(fa)(fa)事(shi)(shi)件(jian)(jian)處(chu)置和提(ti)高師(shi)生(sheng)防范能(neng)(neng)力已成為高校(xiao)安全穩定工(gong)作的不可或缺的組成部(bu)分。

(五(wu))國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)問(wen)題。習近平(ping)(ping)總(zong)(zong)書記指(zhi)出,“強(qiang)(qiang)化維護國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)責任,守土(tu)(tu)有(you)(you)責、守土(tu)(tu)盡責。”《中(zhong)(zhong)華人(ren)(ren)民共和國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)法(2015年(nian))》第二條規定:“國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)是指(zhi)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)政(zheng)權、主權、統一和領土(tu)(tu)完整、人(ren)(ren)民福祉(zhi)、經(jing)(jing)濟社(she)會可持(chi)續發(fa)展(zhan)(zhan)和國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)其他重(zhong)大利益相對處(chu)于(yu)沒(mei)有(you)(you)危(wei)險和不(bu)受內外威脅的狀(zhuang)態(tai),以及(ji)保障持(chi)續安(an)(an)全(quan)(quan)(quan)(quan)狀(zhuang)態(tai)的能力。”國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)內容豐(feng)富(fu),主要包括政(zheng)治安(an)(an)全(quan)(quan)(quan)(quan)、國(guo)(guo)(guo)(guo)土(tu)(tu)安(an)(an)全(quan)(quan)(quan)(quan)、軍事安(an)(an)全(quan)(quan)(quan)(quan)、經(jing)(jing)濟安(an)(an)全(quan)(quan)(quan)(quan)、文化安(an)(an)全(quan)(quan)(quan)(quan)等(deng)多個方面(mian)的內容。當(dang)前,高(gao)校開(kai)展(zhan)(zhan)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)教(jiao)育(yu)(yu)活動形式(shi)單一、內容滯后(hou),多是圍繞(rao)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)教(jiao)育(yu)(yu)日開(kai)展(zhan)(zhan)主題活動。通過展(zhan)(zhan)板、問(wen)答、案例等(deng)進行表層化宣傳,缺乏結合高(gao)校師(shi)生特點開(kai)展(zhan)(zhan)系(xi)統性的理(li)論(lun)宣講(jiang)(jiang)、黨團(tuan)活動、參(can)觀考(kao)察等(deng);綜合運用線(xian)上(shang)線(xian)下資源(yuan)較(jiao)(jiao)少;知識性宣傳較(jiao)(jiao)多,但引導(dao)師(shi)生準確理(li)解(jie)、認真踐(jian)行總(zong)(zong)體(ti)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)觀力度不(bu)夠;尤其是對涉密機構或人(ren)(ren)員(yuan)在(zai)科研項(xiang)目、中(zhong)(zhong)外合作項(xiang)目等(deng)涉及(ji)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)秘密的事項(xiang)中(zhong)(zhong)的教(jiao)育(yu)(yu)、審批(pi)和管理(li)較(jiao)(jiao)為簡單、粗放,個別高(gao)校時有(you)(you)發(fa)生失泄(xie)密事件。習近平(ping)(ping)總(zong)(zong)書記在(zai)慶(qing)祝(zhu)中(zhong)(zhong)國(guo)(guo)(guo)(guo)共產(chan)黨成立一百周年(nian)大會上(shang)的講(jiang)(jiang)話中(zhong)(zhong)指(zhi)出:“新的征程上(shang),我(wo)們必須(xu)增強(qiang)(qiang)憂患意識、始終居安(an)(an)思(si)危(wei),貫徹(che)總(zong)(zong)體(ti)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)觀。”高(gao)校安(an)(an)全(quan)(quan)(quan)(quan)穩定工(gong)作部(bu)門應加(jia)強(qiang)(qiang)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)教(jiao)育(yu)(yu)力度和水(shui)平(ping)(ping),讓總(zong)(zong)體(ti)國(guo)(guo)(guo)(guo)家(jia)(jia)(jia)(jia)安(an)(an)全(quan)(quan)(quan)(quan)觀念(nian)入腦入心,漸成自覺。

以上問題是影響高校(xiao)安(an)全(quan)穩定工作高質量發(fa)展的重要因(yin)素,反過來(lai)看則是推進高校(xiao)安(an)全(quan)穩定工作高質量發(fa)展的立足點(dian)和生長點(dian)。

三、加強頂層設計,牢固樹立高校“大安全”工作理念

第二,堅(jian)持“三全(quan)(quan)(quan)(quan)育(yu)(yu)(yu)(yu)人(ren)(ren)”。“三全(quan)(quan)(quan)(quan)育(yu)(yu)(yu)(yu)人(ren)(ren)”是(shi)(shi)高(gao)(gao)(gao)校(xiao)(xiao)(xiao)安(an)(an)全(quan)(quan)(quan)(quan)穩定工(gong)作(zuo)(zuo)高(gao)(gao)(gao)質量發(fa)展(zhan)的(de)(de)(de)(de)現實(shi)任務。“三全(quan)(quan)(quan)(quan)育(yu)(yu)(yu)(yu)人(ren)(ren)”即全(quan)(quan)(quan)(quan)員育(yu)(yu)(yu)(yu)人(ren)(ren)、全(quan)(quan)(quan)(quan)程育(yu)(yu)(yu)(yu)人(ren)(ren)、全(quan)(quan)(quan)(quan)方(fang)位(wei)育(yu)(yu)(yu)(yu)人(ren)(ren),是(shi)(shi)中(zhong)共中(zhong)央、國務院《關(guan)于加強和改進(jin)新(xin)形(xing)勢下高(gao)(gao)(gao)校(xiao)(xiao)(xiao)思(si)想政治(zhi)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)意見(jian)》提(ti)出的(de)(de)(de)(de)堅(jian)持全(quan)(quan)(quan)(quan)員全(quan)(quan)(quan)(quan)過程全(quan)(quan)(quan)(quan)方(fang)位(wei)育(yu)(yu)(yu)(yu)人(ren)(ren)的(de)(de)(de)(de)要(yao)求(qiu),作(zuo)(zuo)為(wei)“三全(quan)(quan)(quan)(quan)育(yu)(yu)(yu)(yu)人(ren)(ren)”的(de)(de)(de)(de)重(zhong)(zhong)要(yao)組成(cheng)部門之(zhi)一,高(gao)(gao)(gao)校(xiao)(xiao)(xiao)安(an)(an)全(quan)(quan)(quan)(quan)穩定工(gong)作(zuo)(zuo)也相應承擔(dan)著管理(li)育(yu)(yu)(yu)(yu)人(ren)(ren)、服務育(yu)(yu)(yu)(yu)人(ren)(ren)的(de)(de)(de)(de)工(gong)作(zuo)(zuo)要(yao)求(qiu),具體(ti)表現為(wei):承擔(dan)著維(wei)護高(gao)(gao)(gao)校(xiao)(xiao)(xiao)這一育(yu)(yu)(yu)(yu)人(ren)(ren)陣地(di)的(de)(de)(de)(de)整體(ti)安(an)(an)全(quan)(quan)(quan)(quan),這是(shi)(shi)基(ji)本職(zhi)能(neng);在日常工(gong)作(zuo)(zuo)中(zhong)承擔(dan)著“三全(quan)(quan)(quan)(quan)育(yu)(yu)(yu)(yu)人(ren)(ren)”重(zhong)(zhong)要(yao)職(zhi)能(neng)。重(zhong)(zhong)點內容是(shi)(shi)對(dui)(dui)大(da)(da)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)進(jin)行(xing)(xing)安(an)(an)全(quan)(quan)(quan)(quan)宣傳教(jiao)育(yu)(yu)(yu)(yu)和對(dui)(dui)違反校(xiao)(xiao)(xiao)規(gui)校(xiao)(xiao)(xiao)紀的(de)(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)進(jin)行(xing)(xing)思(si)想轉化。在處(chu)理(li)涉及(ji)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)案(an)(an)件過程中(zhong),首先(xian),以(yi)正面教(jiao)育(yu)(yu)(yu)(yu)引導為(wei)主。當前高(gao)(gao)(gao)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)(de)身(shen)心(xin)和思(si)想政治(zhi)尚未(wei)達(da)到安(an)(an)全(quan)(quan)(quan)(quan)成(cheng)熟(shu),且多是(shi)(shi)獨生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)子(zi)女(nv),極(ji)(ji)易(yi)(yi)產生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)逆(ni)(ni)反心(xin)理(li)。應尊(zun)重(zhong)(zhong)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)人(ren)(ren)格(ge)、維(wei)護學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)尊(zun)嚴,保(bao)(bao)護學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)隱私,打消學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)顧慮,進(jin)行(xing)(xing)平(ping)等(deng)(deng)(deng)交流(liu),使學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)積極(ji)(ji)配合案(an)(an)件處(chu)理(li)。其(qi)次(ci),進(jin)行(xing)(xing)耐心(xin)說服。切忌(ji)運用強制、壓服等(deng)(deng)(deng)方(fang)式(shi)方(fang)法使其(qi)就范,切勿(wu)激起其(qi)逆(ni)(ni)反心(xin)理(li),注重(zhong)(zhong)擺(bai)事實(shi)、講(jiang)道理(li),積極(ji)(ji)幫助學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)認(ren)識(shi)錯(cuo)(cuo)誤,及(ji)時(shi)(shi)解(jie)決學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)遇到的(de)(de)(de)(de)困難、糾紛和思(si)想困惑(huo),勸解(jie)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)積極(ji)(ji)改正。再次(ci),加強跟(gen)蹤教(jiao)育(yu)(yu)(yu)(yu)。對(dui)(dui)于出現較(jiao)大(da)(da)錯(cuo)(cuo)誤或者以(yi)往有過犯(fan)錯(cuo)(cuo)記錄的(de)(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),適時(shi)(shi)建立跟(gen)蹤教(jiao)育(yu)(yu)(yu)(yu)小組,開展(zhan)調查(cha)研(yan)究(jiu),及(ji)時(shi)(shi)查(cha)明學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)犯(fan)錯(cuo)(cuo)原因(yin),引導學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)積極(ji)(ji)轉化思(si)想。最后,組織(zhi)實(shi)踐鍛煉。大(da)(da)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)身(shen)心(xin)尚未(wei)完(wan)全(quan)(quan)(quan)(quan)成(cheng)熟(shu),容易(yi)(yi)受社會不良(liang)信(xin)息的(de)(de)(de)(de)誤導,產生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不良(liang)行(xing)(xing)為(wei),甚(shen)至(zhi)違反學(xue)(xue)(xue)校(xiao)(xiao)(xiao)紀律,可(ke)以(yi)組織(zhi)這些(xie)犯(fan)了較(jiao)嚴重(zhong)(zhong)錯(cuo)(cuo)誤的(de)(de)(de)(de)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)到法院、檢(jian)察院、公(gong)安(an)(an)局(ju)、勞教(jiao)所(suo)和監獄等(deng)(deng)(deng)機構進(jin)行(xing)(xing)參(can)觀(guan)和考察。通過這種具體(ti)的(de)(de)(de)(de)現場教(jiao)育(yu)(yu)(yu)(yu)形(xing)式(shi),鼓勵(li)撰寫觀(guan)摩筆記,組織(zhi)開展(zhan)思(si)想交流(liu),使學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)改變錯(cuo)(cuo)誤認(ren)識(shi),積極(ji)(ji)轉變思(si)想觀(guan)念,提(ti)高(gao)(gao)(gao)辨別是(shi)(shi)非的(de)(de)(de)(de)能(neng)力,增強自身(shen)的(de)(de)(de)(de)防范意識(shi)和自我保(bao)(bao)護能(neng)力,最終達(da)到育(yu)(yu)(yu)(yu)人(ren)(ren)目的(de)(de)(de)(de)。

第三,技(ji)術賦能(neng)(neng),精準掌(zhang)握校(xiao)(xiao)(xiao)(xiao)園(yuan)(yuan)全(quan)(quan)方(fang)位數據是(shi)有(you)效(xiao)(xiao)手(shou)段。“技(ji)防(fang)(fang)”建(jian)設情況在(zai)一定程(cheng)度(du)上(shang)決定著高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)安(an)全(quan)(quan)穩定工(gong)作(zuo)(zuo)水平。這里的(de)(de)(de)(de)(de)(de)“技(ji)防(fang)(fang)”,指的(de)(de)(de)(de)(de)(de)不(bu)(bu)(bu)僅(jin)僅(jin)是(shi)監控系統(tong)、噴淋系統(tong)、防(fang)(fang)排煙系統(tong)等傳統(tong)的(de)(de)(de)(de)(de)(de)基建(jian)方(fang)面的(de)(de)(de)(de)(de)(de)技(ji)術防(fang)(fang)范(fan)(fan)措施,而是(shi)建(jian)立在(zai)智(zhi)慧校(xiao)(xiao)(xiao)(xiao)園(yuan)(yuan)基礎上(shang)的(de)(de)(de)(de)(de)(de)聯動(dong)(dong)式(shi)的(de)(de)(de)(de)(de)(de)現代大數據平臺。及(ji)時(shi)(shi)、有(you)效(xiao)(xiao)的(de)(de)(de)(de)(de)(de)信息(xi),對(dui)于安(an)全(quan)(quan)穩定工(gong)作(zuo)(zuo)來說則是(shi)至關(guan)重要。信息(xi),在(zai)當今(jin)時(shi)(shi)代各(ge)項工(gong)作(zuo)(zuo)中(zhong)起著著舉足輕(qing)重的(de)(de)(de)(de)(de)(de)作(zuo)(zuo)用,如果把(ba)商戰(zhan)上(shang)的(de)(de)(de)(de)(de)(de)“機會決定成(cheng)敗”說成(cheng)是(shi)“信息(xi)決定成(cheng)敗”一點(dian)也(ye)不(bu)(bu)(bu)為(wei)過(guo)。意(yi)(yi)(yi)識形(xing)態(tai)工(gong)作(zuo)(zuo)是(shi)一項極端(duan)重要的(de)(de)(de)(de)(de)(de)工(gong)作(zuo)(zuo),高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)更(geng)(geng)要把(ba)意(yi)(yi)(yi)識形(xing)態(tai)工(gong)作(zuo)(zuo)始(shi)終放在(zai)首(shou)要位置(zhi)。在(zai)高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)意(yi)(yi)(yi)識形(xing)態(tai)問題上(shang),最(zui)重要的(de)(de)(de)(de)(de)(de)就是(shi)及(ji)時(shi)(shi)、有(you)效(xiao)(xiao)地掌(zhang)握敏感信息(xi),才能(neng)(neng)出擊制(zhi)(zhi)勝(sheng)。當前(qian),在(zai)校(xiao)(xiao)(xiao)(xiao)園(yuan)(yuan)意(yi)(yi)(yi)識形(xing)態(tai)問題的(de)(de)(de)(de)(de)(de)處理(li)(li)上(shang),高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)一直處于比較被動(dong)(dong)狀(zhuang)態(tai),目前(qian)少有(you)高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)出臺專門的(de)(de)(de)(de)(de)(de)管(guan)理(li)(li)規(gui)章制(zhi)(zhi)度(du)。高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)管(guan)理(li)(li)部門與公(gong)安(an)、安(an)全(quan)(quan)、宗教(jiao)(jiao)事務(wu)等部門密(mi)切配(pei)合(he),依照法律法規(gui)建(jian)立健全(quan)(quan)管(guan)理(li)(li)制(zhi)(zhi)度(du),采取登記(ji)管(guan)理(li)(li)、定期排查等有(you)效(xiao)(xiao)措施,并進行嚴(yan)格把(ba)控審批和(he)(he)監管(guan),堅(jian)決抵(di)制(zhi)(zhi)和(he)(he)打擊校(xiao)(xiao)(xiao)(xiao)園(yuan)(yuan)各(ge)種(zhong)借(jie)助科研、論壇、講(jiang)座等形(xing)式(shi)進行意(yi)(yi)(yi)識滲透的(de)(de)(de)(de)(de)(de)各(ge)種(zhong)活動(dong)(dong)。對(dui)于信教(jiao)(jiao)的(de)(de)(de)(de)(de)(de)大學(xue)生,明確要求不(bu)(bu)(bu)得在(zai)教(jiao)(jiao)室、宿舍(she)、校(xiao)(xiao)(xiao)(xiao)園(yuan)(yuan)公(gong)共場(chang)所(suo)等非宗教(jiao)(jiao)場(chang)所(suo)召集(ji)人員活動(dong)(dong),更(geng)(geng)不(bu)(bu)(bu)能(neng)(neng)動(dong)(dong)員不(bu)(bu)(bu)信教(jiao)(jiao)的(de)(de)(de)(de)(de)(de)同(tong)學(xue)參加宗教(jiao)(jiao)活動(dong)(dong);對(dui)于信教(jiao)(jiao)的(de)(de)(de)(de)(de)(de)外(wai)籍教(jiao)(jiao)師和(he)(he)留學(xue)生,嚴(yan)格規(gui)范(fan)(fan)其宗教(jiao)(jiao)活動(dong)(dong),不(bu)(bu)(bu)得面向大學(xue)生傳教(jiao)(jiao),更(geng)(geng)不(bu)(bu)(bu)能(neng)(neng)私(si)設聚(ju)點(dian)。充分利用智(zhi)慧校(xiao)(xiao)(xiao)(xiao)園(yuan)(yuan),精準掌(zhang)握數據,實施精準防(fang)(fang)范(fan)(fan)和(he)(he)有(you)效(xiao)(xiao)“打擊”,是(shi)克(ke)“敵(di)”制(zhi)(zhi)勝(sheng)、推進高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)安(an)全(quan)(quan)穩定工(gong)作(zuo)(zuo)高(gao)(gao)(gao)質(zhi)量發展的(de)(de)(de)(de)(de)(de)有(you)效(xiao)(xiao)手(shou)段。

第(di)四(si),實(shi)戰賦能(neng)(neng),提高(gao)(gao)突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)全過程處(chu)置能(neng)(neng)力(li)(li)是(shi)(shi)(shi)(shi)關(guan)鍵環(huan)節。高(gao)(gao)校(xiao)安(an)(an)全穩(wen)定(ding)(ding)(ding)工(gong)(gong)作(zuo)(zuo)(zuo)是(shi)(shi)(shi)(shi)一項實(shi)戰性(xing)(xing)很強(qiang)的(de)(de)(de)(de)工(gong)(gong)作(zuo)(zuo)(zuo),遇(yu)到(dao)突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)時(shi),需要(yao)相關(guan)人(ren)員(yuan)(yuan)(yuan)第(di)一時(shi)間(jian)進行能(neng)(neng)動(dong)(dong)(dong)性(xing)(xing)的(de)(de)(de)(de)有(you)效處(chu)置。這里講的(de)(de)(de)(de)實(shi)踐賦能(neng)(neng)主(zhu)要(yao)是(shi)(shi)(shi)(shi)指通過處(chu)置突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)演(yan)練,持續(xu)提升校(xiao)園(yuan)師(shi)生(重(zhong)點(dian)是(shi)(shi)(shi)(shi)安(an)(an)全穩(wen)定(ding)(ding)(ding)工(gong)(gong)作(zuo)(zuo)(zuo)部(bu)(bu)門(men)工(gong)(gong)作(zuo)(zuo)(zuo)人(ren)員(yuan)(yuan)(yuan)和(he)保安(an)(an)員(yuan)(yuan)(yuan))的(de)(de)(de)(de)實(shi)戰能(neng)(neng)力(li)(li)和(he)水平(ping),而傳統保衛工(gong)(gong)作(zuo)(zuo)(zuo)中經常講“人(ren)防”則(ze)強(qiang)調(diao)的(de)(de)(de)(de)是(shi)(shi)(shi)(shi)人(ren)員(yuan)(yuan)(yuan)的(de)(de)(de)(de)數量(liang)。高(gao)(gao)校(xiao)網絡輿情、實(shi)驗室爆炸(zha)、群體(ti)性(xing)(xing)事(shi)(shi)(shi)(shi)件(jian)(jian)等(deng)時(shi)有(you)發(fa)生,潛在的(de)(de)(de)(de)安(an)(an)全隱患也很難預(yu)估(gu),妥善(shan)處(chu)置這些突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)是(shi)(shi)(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)難點(dian)也是(shi)(shi)(shi)(shi)重(zhong)點(dian),因(yin)(yin)此(ci)安(an)(an)全穩(wen)定(ding)(ding)(ding)工(gong)(gong)作(zuo)(zuo)(zuo)人(ren)員(yuan)(yuan)(yuan)的(de)(de)(de)(de)能(neng)(neng)力(li)(li)和(he)素質是(shi)(shi)(shi)(shi)推動(dong)(dong)(dong)安(an)(an)全穩(wen)定(ding)(ding)(ding)工(gong)(gong)作(zuo)(zuo)(zuo)高(gao)(gao)質量(liang)發(fa)展的(de)(de)(de)(de)關(guan)鍵。高(gao)(gao)校(xiao)突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)應急預(yu)案是(shi)(shi)(shi)(shi)“看似無用、實(shi)則(ze)大用”的(de)(de)(de)(de)一項安(an)(an)全措施。在校(xiao)園(yuan)安(an)(an)全系統里,主(zhu)要(yao)是(shi)(shi)(shi)(shi)由(you)不(bu)斷變(bian)化又相對穩(wen)定(ding)(ding)(ding)的(de)(de)(de)(de)人(ren)、物和(he)環(huan)境(jing)構成(cheng)的(de)(de)(de)(de),應急預(yu)案又是(shi)(shi)(shi)(shi)由(you)特定(ding)(ding)(ding)的(de)(de)(de)(de)人(ren)按照當時(shi)的(de)(de)(de)(de)特定(ding)(ding)(ding)環(huan)境(jing)來制(zhi)定(ding)(ding)(ding)的(de)(de)(de)(de)。因(yin)(yin)此(ci),需要(yao)針(zhen)對子(zi)系統的(de)(de)(de)(de)內部(bu)(bu)變(bian)化來調(diao)整和(he)完善(shan)應急預(yu)案(如火災事(shi)(shi)(shi)(shi)故、自殺事(shi)(shi)(shi)(shi)件(jian)(jian)、群體(ti)性(xing)(xing)事(shi)(shi)(shi)(shi)件(jian)(jian)、意識形(xing)態問題等(deng)等(deng)),并(bing)不(bu)斷地組織人(ren)員(yuan)(yuan)(yuan)進行演(yan)練,不(bu)斷提高(gao)(gao)應急處(chu)置能(neng)(neng)力(li)(li)。建立暢通有(you)效的(de)(de)(de)(de)突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)預(yu)警防控機(ji)制(zhi),一旦(dan)發(fa)現可(ke)疑目標可(ke)以第(di)一時(shi)間(jian)采取行動(dong)(dong)(dong),對校(xiao)園(yuan)暴恐、踩(cai)踏、群體(ti)性(xing)(xing)事(shi)(shi)(shi)(shi)件(jian)(jian)等(deng)處(chu)置流程要(yao)做到(dao)心中有(you)數;與公安(an)(an)、消(xiao)防、校(xiao)內部(bu)(bu)門(men)之間(jian)形(xing)成(cheng)聯動(dong)(dong)(dong)反應機(ji)制(zhi),形(xing)成(cheng)預(yu)防和(he)處(chu)置突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian)的(de)(de)(de)(de)強(qiang)大合力(li)(li)。這樣(yang)一旦(dan)遇(yu)到(dao)突(tu)(tu)(tu)發(fa)事(shi)(shi)(shi)(shi)件(jian)(jian),才(cai)能(neng)(neng)比較及時(shi)、有(you)效地實(shi)施預(yu)案,聯合快速處(chu)置,將危害和(he)影響降到(dao)最低限度。

總之,新(xin)(xin)發(fa)展階段,在(zai)高校黨委領導(dao)下,高校安全(quan)穩(wen)定工(gong)作(zuo)必須進行全(quan)面頂層設計,在(zai)高校宏觀層面樹立“大安全(quan)”工(gong)作(zuo)理(li)念;在(zai)具體(ti)業(ye)務(wu)層面,以安全(quan)穩(wen)定工(gong)作(zuo)部門為主導(dao),同(tong)向同(tong)行、聯動協(xie)作(zuo)、精(jing)準賦能,形成(cheng)全(quan)局性(xing)、制度(du)性(xing)、體(ti)系性(xing)的工(gong)作(zuo)新(xin)(xin)格局,穩(wen)步實現高質量發(fa)展。

“新時代要有新氣象,更要有新作為。”當前,高校安全穩定工作面臨的宏觀形勢主要表現為:國際國內安全形勢依然嚴峻,國內外敵對勢力利用科研項目或宗教等手段侵蝕高校;高校社會化、開放化日益加劇,學生網上網下接觸或參與社會活動日益頻繁;疫情防控等各類公共突發性事件層出不窮,涉及學生傷亡事故接連發生。以上既是高校安全穩定工作呈現出的新特點,又是面臨的新挑戰,是伴隨著社會發展階段而出現的,其中蘊含著影響高校安全穩定工作高質量發展的重要因素。高校追求安全穩定工作高質量發展,那么首先應從思想上厘清何謂高校安全穩定工作高質量發展,其次應全面梳理其影響因素,最后因地制宜、因校施策,這是推進高校高質量發展的現實理路。
